{"id":7650,"date":"2018-03-23T17:16:35","date_gmt":"2018-03-23T22:16:35","guid":{"rendered":"http:\/\/pnts.org\/new\/?p=7650"},"modified":"2018-03-30T14:52:40","modified_gmt":"2018-03-30T19:52:40","slug":"the-partnership-for-the-national-trails-system-statement-on-omnibus","status":"publish","type":"post","link":"https:\/\/pnts.org\/new\/the-partnership-for-the-national-trails-system-statement-on-omnibus\/","title":{"rendered":"PNTS Statement on the $1.3 Trillion Omnibus FY 2018 Appropriations Bill"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The Partnership for the National Trails System thanks Congress for finally appropriating the money to fund Federal agencies\u2014including our partners in the Bureau of Land Management, National Park Service, U.S. Fish &amp; Wildlife Service, U.S Forest Service, and the Federal Highway Administration\u2014through the end of Federal Fiscal Year 2018 (September 30th).\u00a0Within the $1.3 Trillion Omnibus FY 2018 Appropriations Bill, Congress has appropriated\u00a0<\/span><b>$425 million\u00a0<\/b><span style=\"font-weight: 400;\">for acquisition of critical lands for conservation and recreation through the\u00a0<\/span><a href=\"https:\/\/www.lwcfcoalition.com\/\"><b>Land &amp; Water Conservation Fund<\/b><\/a><b>\u2014<\/b><span style=\"font-weight: 400;\">a modest increase over the funding provided for FY 2017. This funding includes <\/span><b>$18.359 million<\/b><span style=\"font-weight: 400;\"> to buy land along <\/span><b>three of the national historic trails<\/b><span style=\"font-weight: 400;\"> and <\/span><b>four of the national scenic trails<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><img loading=\"lazy\" class=\"wp-image-5731 size-medium alignright\" src=\"http:\/\/pnts.org\/new\/wp-content\/uploads\/2017\/02\/IMG_0270-e1488302676406-200x300.jpg\" alt=\"\" width=\"200\" height=\"300\" srcset=\"https:\/\/pnts.org\/new\/wp-content\/uploads\/2017\/02\/IMG_0270-e1488302676406-200x300.jpg 200w, https:\/\/pnts.org\/new\/wp-content\/uploads\/2017\/02\/IMG_0270-e1488302676406-768x1152.jpg 768w, https:\/\/pnts.org\/new\/wp-content\/uploads\/2017\/02\/IMG_0270-e1488302676406-683x1024.jpg 683w, https:\/\/pnts.org\/new\/wp-content\/uploads\/2017\/02\/IMG_0270-e1488302676406-300x450.jpg 300w, https:\/\/pnts.org\/new\/wp-content\/uploads\/2017\/02\/IMG_0270-e1488302676406-100x150.jpg 100w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">Congress appropriated <\/span><b>$2,298,397,000<\/b><span style=\"font-weight: 400;\"> for the <\/span><b>National Park Service<\/b><span style=\"font-weight: 400;\"> to operate the National Park System, including 23 of the national scenic and historic trails. This is an increase of $54.046 million over the funding provided for 2017.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In recognition of the 50th Anniversary of the National Trails System this year Congress, provided this direction:<\/span><i><span style=\"font-weight: 400;\"> &#8220;National Trails System\u2014In preparation for the National Trails System\u2019s 50-year anniversary in 2018, the Committees urge the<\/span><\/i> <i><span style=\"font-weight: 400;\">[Park] Service to make funding the construction and maintenance of national trails a priority.&#8221;<\/span><\/i><span style=\"font-weight: 400;\"> \u00a0It remains to be seen how the National Park Service will carry out this guidance.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Congress also appropriated <\/span><b>$80 million<\/b><span style=\"font-weight: 400;\"> for the <\/span><b>U.S. Forest Service<\/b><span style=\"font-weight: 400;\"> to build and maintain the 158,000 miles of trails on the national forests, including the five national scenic trails and one national historic trail that it administers and sections of 17 other national trails within national forests. The funding provided for 2018 is $2.47 million more than Congress provided to the Forest Service for the trails in 2017 and is the first increase in trail funding in three or more years.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Additionally in the Omnibus FY 2018 Appropriations Bill, Congress has also permanently reauthorized the\u00a0<\/span><a href=\"https:\/\/americanhiking.org\/wp-content\/uploads\/2013\/04\/FLTFA-Fact-Sheet.pdf\"><b>Federal Lands Transfer Facilitation Act (FLTFA)<\/b><\/a><b>,\u00a0<\/b><span style=\"font-weight: 400;\">authorizing the Bureau of Land Management to sell surplus Federal land and use the money gained from these sales to buy land for conservation and recreation purposes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Congress also finally passed a comprehensive\u00a0<\/span><b>Wildfire Suppression<\/b><span style=\"font-weight: 400;\">\u00a0funding program that should enable the <\/span><b>U.S. Forest Service<\/b><span style=\"font-weight: 400;\"> and other agencies to pay the increasingly greater costs of suppressing wildfires and eliminate the need to \u201cborrow\u201d funds from other programs to do so.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We applaud Congress for finally resolving these several long-standing issues, but we are disappointed that Congress\u00a0<\/span><span style=\"font-weight: 400;\">did not<\/span><span style=\"font-weight: 400;\">\u00a0re-authorize the\u00a0<\/span><b>Land &amp; Water Conservation Fund<\/b><span style=\"font-weight: 400;\">, which expires on\u00a0September 30, 2018.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Partnership for the National Trails System thanks Congress for finally appropriating the money to fund Federal agencies\u2014including our partners in the Bureau of Land Management, National Park Service, U.S. Fish &amp; Wildlife Service, U.S Forest Service, and the Federal Highway Administration\u2014through the end of&hellip; <\/p>\n<div class=\"button right\"><a class=\"button more-link\" href=\"https:\/\/pnts.org\/new\/the-partnership-for-the-national-trails-system-statement-on-omnibus\/\">more &raquo;<\/a><\/div>\n","protected":false},"author":3,"featured_media":0,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":[],"categories":[89,1],"tags":[175],"acf":[],"_links":{"self":[{"href":"https:\/\/pnts.org\/new\/wp-json\/wp\/v2\/posts\/7650"}],"collection":[{"href":"https:\/\/pnts.org\/new\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/pnts.org\/new\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/pnts.org\/new\/wp-json\/wp\/v2\/users\/3"}],"replies":[{"embeddable":true,"href":"https:\/\/pnts.org\/new\/wp-json\/wp\/v2\/comments?post=7650"}],"version-history":[{"count":0,"href":"https:\/\/pnts.org\/new\/wp-json\/wp\/v2\/posts\/7650\/revisions"}],"wp:attachment":[{"href":"https:\/\/pnts.org\/new\/wp-json\/wp\/v2\/media?parent=7650"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/pnts.org\/new\/wp-json\/wp\/v2\/categories?post=7650"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/pnts.org\/new\/wp-json\/wp\/v2\/tags?post=7650"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
